Any time you make a change to the exhaust or intake it will require re-jetting of the carbs. I have heard even if you just change the air filter to a K&N but I don't know if that is 100% accurate.

any louder and therefore less restrictive exhaust is going to require re-jetting because it will create a lean condition. No way around this,in laymans terms if you uncork one end you gotta uncork the other end.

I agree that steel wool is a bad idea. I'd use a solvent as much as possible, either acetone or perhaps gasoline. (Obviously the pipe must be cool in order for this to be safe) If you have to scrub, I might suggest what I call a "blue scrubbie". The scrubbing pads you get at the grocery store for doing the dishes are color coded. The blue ones are meant for non-stick teflon pots and pans. These scrubbies might be soft enough to avoid scratching the steel or chrome.

I would try finger-nail polish remover (which is mostly acetone) and something soft for scraping, like a tongue depressor or plastic spatula

Especially if there is a chance that the pipes are chromed or coated instead of solid stainless steel

steel wool will certainly damage chrome

Go to the dealer and get the official repair manual. It is way more detailed than a clymers. It cost more that way, but you can also search online and download it to a cd for free!

Most likely a custom job. The mid-90's Honda Magna had this type of paint job but I don't believe the same colors that you describe.
